CEFR C2 is the top of the CEFR framework — the level typically associated with near-native or native-level command of a language. At this level, a speaker can understand virtually everything heard or read with ease, summarize information from different spoken and written sources coherently, and express themselves spontaneously, very fluently, and precisely, differentiating finer shades of meaning even in complex situations.
Almost none. Even the most selective universities in the world — Harvard, MIT, Oxford, Cambridge among them — typically set their maximum stated requirement at 5.5. A 6.0 isn't a realistic or necessary planning target for admissions purposes; it's closer to a byproduct of exceptional English proficiency than a number anyone needs to specifically aim for.
A perfect overall band requires all four sections to average to 6.0 after rounding, which in practice means consistently near-flawless performance across Reading, Listening, Speaking, and Writing on the same sitting — including on the two sections, Speaking and Writing, that are hardest to max out since they require sustained, original production under strict time limits rather than selecting a correct answer. It's achievable, but it's not something most test-takers should plan around.

For nearly all applicants, no — if your target programs' highest requirement is 5.5, a 5.5 or 6.0 satisfies the same admissions bar, so additional prep time spent chasing the last half-band is better spent elsewhere (scholarship applications, other test scores, or simply not over-preparing for a single exam). The exception is if English proficiency itself, rather than an admissions checkbox, is your actual goal — in which case working toward genuine C2 fluency is worthwhile regardless of what any single test reports.
