Undergraduate business programs are generally evaluated the same way as other undergraduate majors at the same institution, without the field-specific Speaking emphasis that applies at the graduate level.
Some universities have a separately competitive business school within the broader institution (a named business program with its own admissions process), and these can set a somewhat higher TOEFL bar than the university's general undergraduate minimum — check both the university-wide requirement and any separate business-school-specific requirement before assuming the general minimum applies.
